Finance Minister Niranjan Pujari presented a welfare, growth, development, and investment-oriented Annual Budget for 2023-24 in the Odisha Assembly on February 24, 2023, with an outlay of 2,30,000 crore, which is approximately 15% more than the Annual Budget for 2022-23.

Like previous years, this year also the Budget was presented in two parts – Agriculture Budget and General Budget.

Highlights of Annual Budget Estimates for 2023-24

1. Qualitative Aspects of the Budget

• The outlay of ₹1,25,000 crore for Programme The Programme Budget has increased by thirty-five times from Rs.3,538 crore in 2000-01, over a period of twenty-three years.
• The proportion of Capital expenditure in Odisha to total budget is highest among all major States in the country. The capital outlay in 2022-23 is ₹51,683 crore, which is about 6 per cent of GSDP. The capital outlay has gone up by more than sixty times from 834 crore during 2000-01.
• The allocation of ₹24,829 crore for Agriculture and Allied sector, an increase of 21% over previous
• Allocation of ₹30,030 crore for Education and Skills
• Allocation of ₹16,048 crore for Health sector, an increase of 27% over previous
• Investment of more than 13,215 crore during the year 2023-24 for piped drinking water in rural areas from budget and off-budget sources.
• Allocation of ₹38,437 crore for development of SCs and STs for identified Schemes in the Programme budget.
• Investment of 19,452 crore under Roads, Bridges, Airports and Railways which is 34 percent higher than last year’s provision.
• Own Revenue -GSDP Ratio for 2023-24 (BE) is 25%.
• State’s own revenue contributing about 57% to the total revenue
• Revenue Surplus projected at 1% of GSDP.
• Fiscal Deficit kept within the prescribed limit of 3% of GSDP.

2. New initiatives in the Budget

• ₹2,000 crore provided as Revolving Fund for Paddy Procurement to ensure timely payment to
• ₹750 crore under Ama Hospital to transform 147 health facilities in a record period of one year
• 139 core under Chief Minister’s Awards for Education for best performing Districts, Blocks, Schools, Head Teachers, Teachers, Elected PRIs, SMC/SMDCs, CRCCs, BEOs, DEOs, Alumni Committees and DIETs.
• 811 crore under Mukhyamantri Medhabi Chatra Protsahan Yojana for disbursement of scholarship to eligible students.
• 120 crore under Mukhyamantri Janajati Jeebika Mission. In the 1st phase,1.5 lakh households will be covered through a cluster approach to provide input as well as mitigate critical infrastructural needs incidental to livelihood promotion.

Rs.150 crore under Mukhyamantri Disaster Resilient Saline Embankment Project.

• 100 crore for pathbreaking initiative for direct flight connectivity to international destinations like Dubai, Singapore and Bangkok.
• 100 crore for Location accessible multimodal initiative (LACCMI) to facilitate assured and affordable transportation for the people across the state.
• 150 crore for “Ama Bus Stand” scheme
• 50 crore under Mukhyamantri Kendu Leaf Welfare Fund for providing additional Bonus to the Kendu Leaf Pluckers.
• An allocation of 100 crore under Promotion of Entrepreneurship for Women SHG (including Mission on Floriculture & Mushroom).
• 126 crore under Coffee Mission to promote coffee plantation for sustainable Livelihoods.

Rs.250 crore under Chief Minister’s Energy   Conservation Programme

(CMECP) to promote use of energy efficient home/ household appliances.

• 1,446 crore under the Umbrella scheme Chief Minister Power Development Programme-CMPDP for development of power infrastructure.

Rs.50 crore for Green Energy Evacuation Corridor.

• 50 crore for Odisha Renewable Energy Development Fund.
• 210 crore for Mukhya Mantri Maschya Jibi Kalyan Yojana to benefit 50,000 fishers including 11,000 WSHGs directly and more than 1 lakh fishers with indirect employment generation.

Rs.250 crore for Mukhyamantri Sampoorna Pushti Yojana (MSPY).

• 30 crore under OChip – Odisha Chip Programme & Other Centres of Excellence (CoEs).
• 100 crore for NUA Odisha (Nutana Unnata Abhilasha) to train one lakh youth in future technologies like Cloud Computing, Artificial Intelligence, Augmented Reality-Virtual Reality, Data Science, 3D printing etc.
• 10 crore towards Interest Subvention for working capital for MSME’s Exporters.
• 15 crore towards Grants to District Investment Promotion Agency (DIPA).
• 50 crore for Mission Shakti Scooter Yojana to provide interest subvention on bank loans taken for purchase of electric scooters for Community Support Staff and EC members of WSHGs.

3. Sectoral Highlights

1. Agriculture & Allied Sector Activities

• Outlay of 24,829 crore under the Agriculture Budget, 2023-24, which is 21% more than last year’s provision and 3 times of the Budget Estimate for 2016-17.
• Provision of 2,000 crore as revolving fund to be utilised for paddy procurement operations besides the borrowings by OSCSC.
• ₹1,879 crore of direct benefit transfers under KALIA
• 497 crore under the Odisha Millet Mission for promotion of the climate resilient and nutritionally rich crops.
• 166 crore as grants to OUAT for agricultural research, education, and infrastructure, which is more than five times of Budget allocation in 2019-20.
• 381 crore under Horticulture Development Programme to stimulate an array of activities for the promotion of horticultural crops and holistic growth of the horticulture sector.
• 121 crore under National Horticulture Mission for integrated development of horticulture.
• 388 crore towards subsidy for capital investment for the establishment of commercial agri-enterprises & for popularization of agricultural implements and diesel pump sets.
• 250 crore under Soura Jalanidhi for bringing more area under assured irrigation

• 143 crore for Intensive Aquaculture and Inland Fisheries Development.
• 210 crore for Mukhya Mantri Maschya Jibi Kalyan Yojana to benefit 50,000 fishers including 11,000 WSHGs directly and more than 1 lakh fishers with indirect employment generation.
• 220 crore provided for renovation and up-gradation of Government Fish Farms.
• Provision of 20 crore for dredging of Devi River mouth of Astaranga and Mahanadi River mouth Paradeep.

B. Irrigation & Water Use Efficiency

• Total outlay of ₹11,655 crore for irrigation
• 854 crore for construction of 20 In-stream Storage Structures including one at Khadago in Kandhamala fulfilling the long-felt needs of the region.
• 500 crore for the 2^nd phase of Parvati Giri Mega Lift Irrigation scheme to provide irrigation to additional 2.63 lakh hectares.
• 400 crore under Biju Krushak Vikash Yojana (BKVY) for taking up around 1500 Community Lift projects during 2023-24.
• 191 crore to revive defunct Community Lift Irrigation Projects during 2023-24.
• 181 crore under Mukhya Mantri Adibandha Tiari Yojana (MATY)-2.0 for construction of another 450 check dams during 2023-24
• 961 crore for strengthening of flood control embankments and drainage improvement works in vulnerable areas.
• ₹270 crore for lining of canals under Canal Lining and System Rehabilitation Programme (CLSRP)

C.  Health Sector: Caring for the life

• Total allocation 16,048 crore for public health care with an increase of about 27% over previous year. It amounts to 7 percent of the State Budget.

• 750 crore under Ama Hospital to transform 147 health facilities in a record period of one year.
• Provision of 513 crore under NIRAMAYA, Rs.140.00 crore under NIDAN and Rs.2,380 crore under State Health Assurance Society (SHAS) for supply of free medicine, diagnostic services at Government Hospitals and cashless treatment to the patients (BSKY card holders).
• 3,003 crore under the State Scheme Mukhya Mantri Swasthya Seva Mission includes Rs.1,400 crore for SCB Redevelopment Programme.
• 71 crore provided towards Diet, Rs.646 crore towards outsourcing of services for security, sanitation, laundry and maintenance under NIRMAL and Rs.110 crore towards Equipment in the Budget Estimate for 2023-24.
• 250 crore to induct 236 new Ambulances into the fleet of 108 Ambulance Services.
• 211 crore for establishment of Cancer Care Centers.
• 1,911 crore earmarked for National Health Mission and Rs.338 crore for PM-Ayushman Bharat Health Care Infrastructure Mission (PM-BHIM) schemes.
• 229 crore under Administrative Expenses in the Budget Estimate, 2023-24 towards their establishment charges.
• Increase in the assistance under the Harish Chandra Sahayata from 2,000 to Rs.3,000 for rural areas and from Rs.3,000 to Rs.4,000 for urban areas.

E.   Education Sector: Enriching the life

• 30,030 crore in Education Sector which is about 12.3 percent of the total Budget outlay for 2023-24.

• 805 crore under Mo School Abhiyan
• 139 core under new scheme Chief Minister’s Awards for Education for best performing Districts, Blocks, Schools, Head Teachers, Teachers, Elected PRIs, SMC/SMDCs, CRCCs, BEOs, DEOs, Alumni Committees and DIETs.
• 155 crore under the Gangadhar Meher Sikshya Manakbrudhi Yojana (GMSMY) for supply of Free Bi-Cycle to all Students studying in Class-IX of Govt., Govt. Aided, Block Grant High Schools, Sanskrit Tols and Madrasa.
• 811 crore under Mukhyamantri Medhabi Chatra Protsahan Yojana for disbursement of scholarship to eligible students.
• 4 crore under AKANKSHYA Scheme to provide students pursuing higher studies in Urban Areas with residential accommodation.

• 163 crore for infrastructure development of higher education institutions.
• 170 crore under Mo College Abhiyan and Rs.50 crore for distribution of laptop under Biju Yuva Sashaktikarana Yojana.
• 20 crore for Odia University at Satyabadi, Puri to be made operational in December, 2023.
• 228 crore for infrastructure development of Government Universities and Colleges under the Odisha Higher Education Programme for Excellence and Equity (OHEPEE).

Rs.986 crore for Skill Development and Technical Education.

• Transformation of Veer Surendra Sai University of Technology, Burla and Odisha University of Technology & Research with an outlay of 2,000 crore and Rs.1,500 crore, respectively, over a period of 5 years to make them world class technical institutions.
• 241 crore provided for development of Technical Universities, Engineering Colleges, Polytechnics and ITIs.
• 10 crore under Sudakhya scheme to cover girl students, irrespective of category, studying in Government ITIs and Polytechnics.
• 100 crore provided under Odisha Skill Development Project to promote industry linked training program and to enhance the employability of youth of the State.
• 22 crore provided to Directorate of Employment for creation of self- employment opportunity for the unemployed youths.
• 100 crore for new scheme NUA Odisha (Nutana Unnata Abhilasha) to train one lakh youth in future technologies like Cloud Computing, Artificial Intelligence, Augmented Reality-Virtual Reality, Data Science, 3D printing etc.

F.    Sports & Youth Services

• 1,217 crore for the sports sector in 2023-24.
• Rs.1044 crore is provided for the Development & Management of Sports and other Sports Infrastructure

• 72 crore is provided for Promotion of Sports Education
• 58 crore for the establishment of Sports Schools and Hostels.

G.  Women & Child Development

• Total 3,670 crore has been allocated for undertaking various women and child centric policy and welfare measures
• 52 crore under Ashirbad for re-enforcing the commitment of Government to bring positive development in the life of children who lost their parental support.
• 219 crore under MAMATA scheme.

Rs.250 crore for Mukhyamantri Sampoorna Pushti Yojana (MSPY).

• 91 crore under Malati Devi Prak Vidyalaya Paridhan Yojana for supply of two uniforms, one pair of shoe and one sweater per child.

H. Social security & empowerment of persons with disability

• A sum of 4,299 crore is allocated for social security measures.
• 2,501 crore for Madhubabu Pension Yojana for 48 lakh beneficiaries under Social Security Pension Schemes
• 141 crore for establishment of Integrated Infrastructure Complex (IICs) at District Headquarters.
• 162 crore for the welfare of Persons with Disabilities.

I. Development of SCs, STs, OBCs & Minorities

• 21,950 crore under Tribal Sub-Component and Rs.16,487 crore under SC Sub-Component, totalling to Rs.38,437 crore for identified Schemes in the Programme Budget.
• 176 crore allocated to Special Development Councils (SDCs) for preservation of tribal culture, traditions, heritage and unique identity of each tribe.

J. Housing

Rs.5,934 crore under Pradhan Mantri Awaas Yojana (PMAY)-Gramin.

• 487 crore under Biju Pucca Ghar.
• 600 crore is proposed under PMAY-Urban for pucca housing for urban poor.

K.  Drinking Water & Sanitation (Rural)

• Investment of more than 13,215 crore during the year 2023-24 for piped drinking water from budget and off-budget sources.
• 4,750 crore under BASUDHA scheme, Rs.5,750 crore under Jal Jeevan Mission, and Rs.269 crore for operation and maintenance of the water supply system.
• All 691 directly affected villages in 8 mineral-bearing districts to be covered under piped water supply with an estimated cost of 2,127 crore under OMBADC funds and Rs.588 crore under DMF.

L.  Wage employment, livelihood, and basic services

• 1,800 crore for material component of Mahatma Gandhi National Rural Employment Guarantee (MGNREGA) Scheme.
• 1,000 crore for Corpus Fund to facilitate timely payment of wages under MGNREGA pending receipt of Central Assistance for the wage component.
• 500 crore as State Support to MGNREGS to arrest distress migration.
• 400 crore for Deen Dayal Antyodaya Yojana – National Rural Livelihood Mission.
• 100 crore has been proposed for Shyama Prasad Mukherjee RURBAN Mission.
• 414 crore for Urban Wage Employment Programme-Mukhyamantri Karma Tatpara Abhiyan (MUKTA).

M. Roads, Railways & Transport

• Capital outlay of ₹51,683 crore is 6% of

• 40 crore as grant to Road Safety Fund.
• 25 crore Under “Mukhyamantri Sadaka Surakshya Yojana for 4 Institutes of Driving Training & Research (IDTR) at Keonjhar, Berhampur in Ganjam district, Bonai in Sundargarh district and Chattia in Jajpur district as a measure of producing quality drivers
• 80 crore for Automated Testing Stations (ATS) and Truck Terminals.
• 320 crore has been proposed for development of Railway projects.
• 45 crore towards VGF subsidy under UDAN Scheme for connecting the airports of Jharsuguda, Jeypore and upcoming state airports.
• 275 crore is earmarked for transforming Biju Patnaik Aerospace Academy at Birasal, Dhenkanal into a world-class pilot training center.

• 100 crore for pathbreaking initiative for direct flight connectivity to international destinations like Dubai, Singapore and Bangkok.

• 1,450 crore for rural roads under Pradhan Mantri Gram Sadak Yojana (PMGSY).

N. Energy

• Allocation of ₹3,003 crore is proposed for the sector for quality and reliable power supply.

Rs.50 crore for Green Energy Evacuation Corridor.

• 50 crore for Odisha Renewable Energy Development Fund.

• 2,184 crore for the forestry sector in 2023-24.
• 1,027 crore to be spent under CAMPA for afforestation and wildlife activities

Rs.53 crore under Green Mahanadi Mission.

• 50 crore is for JICA assisted Odisha Forestry Sector Development Project Phase-II.
• 70 crore is proposed for Wildlife Protection and Conservation measures including Elephant Corridor.

• 16 crore is proposed for Ama Jungle Yojana
• 30 crore under development and promotion of Ecotourism.

R. Transformation of heritage sites

• 224 crore under ABADHA scheme for the development of heritage city Puri
• 150 crore under Integrated Development of Heritage and Monuments and Tourist Destination

S. Tourism Development

• 660 crore has been proposed under the Programme Expenditure for overall development of Tourism sector,
• 400 crore for Development and Management of Tourist Infrastructure,

T. Planning & Convergence

• Allocation of 13,104 crore for Planning & Convergence Department.

Infrastructure Development Fund Scheme (IDFS) for KBK districts with an outlay of Rs.130 crore.

• 441 crore towards MLALAD Fund and Rs.250 crore provided under Biju KBK Yojana for effective implementation of Bijli, Sadak and Pani projects in KBK Districts.

U. Disaster Management

• ₹3,700 crore for Disaster Management including ₹2,358 crore under State Disaster Response and Mitigation Fund (SDRMF) and ₹1342 crore under National Disaster Response and Mitigation Fund (NDRMF).

V. Transformative Initiatives in Land Revenue Administration

• 1,587 crore for Revenue Administration, Survey Settlement and Consolidation operations and Registration.
• 30 crore to strengthen Virtual Courts in Tahasils under IT infrastructure head.

W. Internal Security and Administration of Justice

• 8,130 crore during 2023-24 for delivery of justice, maintenance of internal security, prevention & control of crimes and fire services etc.
• 395 crore towards the construction of Residential and Non-residential buildings of police, fire, and prison organization.

Rs.478 crore for the development of infrastructure facilities for the Judiciary

and Rs.10 crore for digitization of High Court records.

• 40 crore for POCSO Court and Rs.83 crore is proposed for launching of

Emergency Response Support System (ERSS) Dial-112

• 18 crore has been proposed for the Criminal Tracking Network & Systems (CCTNS) project
• 40 crore has been proposed for Strengthening Forensic Science Laboratories for increasing the conviction rate and expeditious dispensation of justice.

X.  Odia Language, Culture and Heritage

• 200 crore is provided for the promotion of Odia Language, Culture, and Heritage.
• 12 crore for State Museum & Research and Rs.57 crore has been earmarked for Directorate of Culture and Rs.62 crore for Mukhyamantri Kalakara Sahayata Yojana.
