Chief Minister Naveen Patnaik sanctioned Rs 183.81 crore for 42 Urban Local Bodies (ULBs) spanning 10 districts in the Southern RDC Division in the second phase of the state-funded flagship scheme MUKTA for the fiscal year 2023-24 on Monday. Ganjam, Gajapati, Kalahandi, Nuapada, Koraput, Rayagada, Nabarangpur, Malkangiri, Kandhamal, and Boudh are among the districts.
Under MUKTA, all 42 ULBs established ward-by-ward viable Annual Action Plans through a participatory process including local inhabitants and important stakeholders. These are projects that are driven by demand, are technically possible, and are environmentally sustainable. The action plans were reviewed at the department level before being approved by the Chief Minister. Mission Shakti Groups, as the implementing agency, will carry out the approved projects under MUKTA directly.
On the instruction of the Chief Minister, 5T Secretary VK Pandian met with public representatives from 42 ULBs in the aforementioned ten districts on June 9 to discuss project implementation.
Climate-resilient work (mini park, open-air gym, child play station, playground, walking track, toilets, vending zones), open space development, water body development, construction of multi-purpose community centers, wall painting, city beautification, and other labor-oriented works are among the projects approved under MUKTA.
Chief Minister Naveen Patnaik launched the “Mukhya Mantri Karma Tatpara Abhiyan” (MUKTA) on April 18, 2020, with the mission of creating rapid, immediate, and mass employment opportunities for urban poor, informal, and migrant laborers who have been rendered unemployed and vulnerable in the face of the Covid-19-infused crisis, while also addressing the needs of creating climate resilient, cost-effective, sustainable, and replicable community assets through labor-intensive public works
MUKTA takes a bottom-up, community-driven approach to project execution, promoting transparency and accountability throughout the process. MUKTA is a community-driven plan designed to give Community-Based Organizations (CBO) like Women Self Help Groups (SHG) and Slum Dwellers Associations (SDA) a spotlight.
In the third phase, 36 ULBs of the remaining 10 districts of the Northern RDC Division will be covered.
