At the India Smart Cities Award Contest 2022 (ISAC 2022), the Odisha Capital-Bhubaneswar was named the Best Smart City in the East Zone less than 10 lakh population Category.

The Smart Cities Mission, Ministry of Housing and Urban Affairs, Government of India, organizes the India Smart Cities Award Contest (ISAC). This is one of the Mission’s main activities, in which pioneering city initiatives, projects, and ideas are recognized in order to award excellent performance, facilitate peer-to-peer learning, and spread best practices. The ISAC acknowledges and rewards cities, programs, and creative concepts that promote sustainable development across the 100 smart cities, as well as cities that are inclusive, equitable, safe, healthy, and collaborative, thereby improving the quality of life for all.
The ISAC has previously had three editions in 2018, 2019, and 2020. The fourth version of the ISAC was launched in April 2022 at the ‘Smart Cities-Smart Urbanization’ event in Surat.
The ISAC 2022 award included a two-stage submission process, with the ‘Qualifying Stage’ involving an overall assessment of the city’s performance, and the ‘Proposal Stage’ requiring smart cities to submit nominations for six award categories, as follows:
Project Awards: 10 different themes,
Innovation Awards: 2 different themes,
There are three separate topics for the National/Zonal City Awards, State Awards, UT Awards, and Partners Awards.
ISAC 2022 received a total of 845 nominations from 80 qualified smart cities. These submissions were examined in five steps.
The first stage included a pre-screening of the 845 ideas. 50% (423 ideas) advanced to the next round.
A jury from the National Institute of Urban Affairs (NIUA) selected the top 12 ideas for each prize category in the second stage. In the third round, each proposal proponent presented to a panel of topic specialists, which resulted in the selection of the Top 6 proposals.
Finally, in the fourth step, the top six concepts gave a detailed presentation to a jury comprised of MoHUA directors and subject matter experts. The Apex Committee of the Smart Cities Mission has picked the top three applications for each reward category following this fourth stage.
From the 845 submissions received in the five prize categories, 66 ultimate winners have been identified: 35 in the Project prize, 6 in the Innovation Award, 13 in the National/Zonal City Award, and 5 in State/UT Award and 7 in Partner Award categories.
President of India Droupadi Murmu will felicitate the winners of ISAC 2022 awards on 27th September 2023 at Indore, Madhya Pradesh.
