Another indication that tensions between the Maldives and India have eased since President Mohamed Muizzu took office was the participation of both nations in the fifth Defence Cooperation Dialogue on Friday, September 6, where topics included bilateral defense cooperation and accelerating the execution of various projects in this area.
Following Muizzu’s appointment to the top position in November 2023—he was well-known for his pro-China views—the relationship between India and the Maldives suffered greatly. Soon after taking the oath, he called for the departure of Indian military personnel who were stationed at three aviation bases in the Maldives. By May 10, the Indian forces had completely withdrawn, and they had been replaced by “competent Indian civilian personnel.” The Dornier aircraft and the helicopters were earlier operated by Indian military personnel and were stopped soon after President Muizzu took oath last November.
“The two sides also deliberated on few other areas of common interest such as high-level exchanges and capability development projects. The aspects of participation in forthcoming bilateral military exercise were also discussed. The entire range of talks were productive which will advance shared interests of both the nations in near future and bring stability and prosperity in the Indian Ocean Region,” said the Ministry of Defence in an official statement on the talks.
Jaishankar’s visit to Maldives
The Maldivian team was led by General Ibrahim Hilmy, the Chief of Defence Force of the Maldives National Defence Force, while the Indian mission was led by Defence Secretary Giridhar Aramane, according to the Ministry of Defence. The meetings were held on Friday in New Delhi. When former President Ibrahim Mohamed Solih was in office and actively cultivated ties with India, the most recent defense talks took place in March of last year.
These discussions are noteworthy because they point to a potential improvement in India-Maldives relations, given that Muizzu was met during a visit to the Maldives by External Affairs Minister S. Jaishankar last year. He gave the top leadership of the nation his word that the Maldives will continue to be an essential ally of India in preserving harmony, stability, and prosperity in the Indian region.
Muizzu praises India
During the visit, Muizzu reaffirmed his commitment to maintaining and enhancing ties with India, referring to it as one of the country’s “closest allies and invaluable partners.” Muizzu said that India has helped and supported the Maldives “whenever the Maldives has needed it,” and that the measures will have a major positive economic impact, strengthen local economies, and advance national prosperity.
Additionally, he claimed that the relationship between the Maldives and India has been strengthened by centuries of friendship, respect, and a deep sense of kinship. According to Muizzu, Maldivians are dedicated to preserving and advancing their close and long-standing relationship with the Indian people. He also voiced hope for the future growth and prosperity of India-Maldives partnership.
Muizzu’s foreign policy is thought to be heavily shifting in China’s favor given that he met with President Xi Jinping and other high-ranking Chinese officials in Beijing in January. Additionally, his administration and the Chinese military inked a defense pact wherein the People’s Liberation Army will support the security and defense forces of the Maldives.
