Under the State-funded flagship Scheme MUKTA (Mukhya Mantri Karma Tatpara Abhiyan), Chief Minister Naveen Patnaik sanctioned Rs 423.87 Cr in favor of 37 Urban Local Bodies (ULBs) spanning 10 districts of the central RDC division for the fiscal year 2023-24.

In the next two phases, all 30 districts’ ULBs will be covered. Mayurbhanj, Balasore, Jajpur, Jagatsinghpur, Bhadrak, Kendrapada, Cuttack, Khordha, Puri, and Nayagarh are the ten districts covered in the first phase.

Covid cases on rise in Odisha as 4 more identified, tally reaches 11

On the direction of Chief Minister Naveen Patnaik, 5T Secretary VK Pandian held a video conference with public representatives of 37 urban local bodies from the aforementioned 10 districts on June 2, 2023, and discussed development of urban bodies under MUKTA yojana with them.

Climate resilient work includes the development of civic amenities such as Mini Parks, Open Air Gyms, Child Play Stations, Playgrounds, Walking Tracks, Loos, Vending Zones, and other public utility works such as Open Space Development, Water Body Development, Construction of Multi-purpose Community Centers, Wall Painting, City Beautification, and other Labor-oriented works.

Under MUKTA, the 37 ULBs prepared ward-by-ward viable Annual Action Plans through a participatory process including local inhabitants and important stakeholders. All of these projects are driven by demand, are technically possible, and are environmentally sustainable. These Action Plans have been reviewed and approved. Mission Shakti Groups, as the Implementing Agency, will carry out all of these projects directly.

MUKTA was launched by the CM on April 18, 2020, with the mission of creating rapid, immediate, and mass employment opportunities for urban poor, informal, and migrant laborers who have been rendered unemployed and vulnerable as a result of the Covid-19-infused crisis, while also addressing the needs of creating climate resilient, cost-effective, sustainable, and replicable community assets through the implementation of labor-intensive public works across 115 Urban Local Bodies.

MUKTA takes a bottom-up, community-driven approach to project implementation, providing transparency and accountability throughout the entire process.

MUKTA is a community-driven scheme designed to put Community Based Organizations (CBO) like Women Self Help Groups (SHG) and Slum Dwellers Associations (SDA) in the spotlight.
