On Wednesday, the Odisha government made a substantial rearrangement in the state’s IAS posts. On Wednesday late evening, the government’s General Administration & Public Grievance Department issued a notification reassigning 25 IAS officials to new assignments.
Up to 20 districts in Odisha now have new District Collectors.
Dr. Bijay Ketan Upadhyaya, a 2009-batch IAS officer who formerly served as the Secretary, Board of Revenue, Odisha, Cuttack, has been named Director, Odia Language, Literature, and Culture. The office of Director, Odia Language, Literature, and Culture has been designated equivalent in rank and responsibility to the position of Additional Secretary in the State’s IAS Cadre. He is allowed to remain in the additional charge of Director, Odisha Paribar.
Ashish Thakare, a 2011-batch IAS official who previously served as Collector and DM of Balasore, has been named Secretary of the Board of Revenue, Odisha, at Cuttack.
Similarly, Dilip Routrai, a 2011-batch IAS who was previously Director, Odia Language, Literature, and Culture with the additional duty of Director, Odisha Paribar, has been named Collector & DM, Bhadrak.
Kamal Lochan Mishra, a 2011-batch IAS official who previously served as Collector and DM in Nabarangpur, has been appointed Executive Director of the Odisha State Disaster Management Authority.
The position of Executive Director of the Odisha State Disaster Management Authority has been designated similar in rank and responsibilities to that of Additional Secretary in the state’s IAS cadre.
Nikhil Pavan Kalyan, a 2012-batch IAS officer who has been serving as the Collector & DM, Jajpur, has been appointed Director, Soil Conservation and Watershed Development, 0disha, Bhubaneswar. The post of Director, Soil Conservation and Watershed Development, Odisha, is declared equivalent in status and responsibility to the post of Additional Secretary provided in the IAS cadre of the state,
Bijay Kumar Dash, a 2012-batch IAS officer who has been serving as the Commissioner, Cuttack Municipal Corporation (CMC) with additional charge of Vice Chairman, Cuttack Development Authority, has been appointed as Collector & DM, Gajapati.
Smruti Ranjan Pradhan, a 2012-batch IAS officer who has been serving as the Collector & DM, Gajapati has been appointed as Collector & DM, Kendrapara. Similarly, Swadha Dev Singh, a 2014-batch IAS officer who has been serving as the Collector & DM, Nayagarh, has been appointed as the Additional Secretary to Government, PR & DW Department.
Ms Parul Patawari, a 2015-batch IAS officer who has been serving as the State Project Director, OSEPA, with the additional charge of Member Secretary, Mo School, has been appointed as the Collector & DM, Rayagada. Amrit Ruturaj, a 2015-batch IAS officer who has been serving as the Collector & DM, Dhenkanal, has been appointed as Collector & DM, Kandhamal. Siddeshwar Baliram Bondar, a 2016-batch IAS officer who has been serving as the Collector & DM, of Bhadrak has been appointed as the Collector & DM of Sambalpur. Similarly, Dattatraya Bhausaheb Shinde, a 2016-batch IAS officer who has been serving as the Collector & DM, Mayurbhanj, has been appointed as Collector & DM, Cuttack.
Hema Kanta Say, a 2017-bath IAS officer who formerly served as the Collector and DM of Nuapada, has been appointed as the Collector and DM of Mayurbhanj. P. Anvesha Reddy, a 2017-batch IAS official who formerly served as Collector & DM, Kalahandi, has been appointed Collector & DM, Jajpur.

J Sonal, a 2018-batch IAS officer who has been serving as Collector & DM in Boudh, has been appointed as Collector & DM in Jagatsinghpur, while Pawar Sachin Prakash, a 2019-batch IAS officer who has been serving as Collector & DM in Malkangiri, has been appointed as Collector & DM in Kalahandi.
Akshay Sunil Agrawal, a 2019-batch IAS officer who formerly served as the Collector and DM of Sambalpur, has been named Collector and DM of Nayagarh. Manoj Satyawan Mahajan, another 2019 batch IAS officer who has been serving as the Collector & DM, Rayagada, has been appointed as Collector & DM, Sundargarh.
Kabindra Kumar Sahu, OAS (SS), Executive Director (Land), Odisha Mining Corporation Ltd., has been transferred and posted as Collector & DM, Deogarh, and Madhusudan Dash, OAS (SS), Special Secretary to Government, Odia Language, Literature, and Culture Department, has been transferred and posted as Collector & DM, Nuapada.
Subrat Kumar Panda, OAS (SS), Special Secretary to the Government, Rural Development Department, has been transferred and assigned as Collector and DM of Boudh.
