With the deadline for affixing a High-Security Registration Plate (HSRP) on vehicles registered prior to April 1, 2019 carrying an Odisha Registration Mark and a Registration Number ending in 1, 2, 3, 4, 5, and 6 having passed on December 31, 2022, law enforcement agencies will begin enforcing the fitment on January 15, 2023.
The deadline for vehicles with Odisha Registration Marks and Registration Numbers ending in 7 and 8 is January 31, 2023, and the deadline for vehicles with Odisha Registration Marks and Registration Numbers ending in 9 and 0 is February 28, 2023.
“No e-challan shall be issued and no fine shall be collected or no penal action shall be taken against any vehicle owner for plying vehicles without HSRP till January 14, 2023. Challans will be issued after that in accordance with the last date given for various series of vehicles. In case any vehicle is not affixed with HSRP within the scheduled date mentioned above, an e-challan shall be issued against the offending vehicle and attract a fine of Rs 5,000/- or Rs 10,000/- under Section 192 of MV Act, 1988 as the case may be,” a notification issued by the State Transport Authority (STA)-Odisha in this regard said.
In a press release, Additional Transport Commissioner (Enforcement) LM Sethi said, “As of 09.01.23, a total of 35,56,819 vehicle owners have booked slot, out of which HSRP has been affixed in only 27,24,994 vehicles.”
“Vehicle owners who do not have access to the internet or do not have knowledge of technology can apply for HSRP through nearby Mo Seva Kendra or HSRP facilitation centres at RTO as per their convenience,” said Sethi urging vehicle owners to get the HSRP affixed to their vehicles without delay.
The OEMs (vehicle manufacturers) have also opened camp fitment centers/temporary fitment centers at 88 different locations, as well as important Government/private establishments throughout the state where the dealer network of all OEMs is not available, and have begun HSRP fitment at these locations.
Additionally, some OEMs provide fitment facilities at some RTO offices.
Furthermore, HSRP can be fitted to old and existing locally manufactured trailers, as well as vehicles registered prior to April 1, 2019, whose manufacturers have closed their businesses, at the RTOs where the vehicle was purchased. The owner of locally manufactured trailers and vehicles registered before April 1, 2019 whose manufacturers have closed down their businesses can visit RTO offices and produce the Registration Certificate (RC) Book for HSRP booking.
Concerning the replacement of HSRP in the event of damage, all automobile manufacturers and authorized HSRP vendors of OEMs have been informed of the Standard Operating Procedure for the issue of duplicate or damaged HSRP, which is available online for vehicle owners’ convenience.
In accordance with the Supreme Court of India’s directives, the Central government amended Rule 50 of the CMVR and Notifications/Statutory Orders from the Ministry of Road Transport and Highways (MoRTH), the state Transport Department made affixation of HSRPs mandatory beginning June 1, 2022 for all classes of vehicles registered prior to April 1, 2019.
