Odisha Finance Minister Niranjan Pujari presented a full-fledged budget of Rs 2 lakh crore in the State Assembly today for the fiscal year 2022-2023.
Pujari stated in his budget speech that the Programme Budget will be Rs 1 lakh crore out of the total budget.
The Finance Minister’s budget was divided into two parts: agriculture budget and general budget. Pujari introduced the Agriculture budget first, followed by the General budget.
According to Pujari’s budget speech, the budget expenses will be met by revenue of Rs 1,63,967 crore and loan and other sources of Rs 3,633 crore.
The revenue sources include the state’s share of the Centre’s taxes, which will be Rs 36,978 crore.
The state will earn Rs 46,000 crore in tax revenue and Rs 48,200 crore in non-tax revenue. He stated that the central allocation to the state will be Rs 32,789 crore.
The State Finance Minister proposed allocating Rs 911 crore to the Sports and Youth Services Department. While Rs 719 crore will be spent on sports development and management, as well as infrastructure development, Rs 115 crore will be spent on promoting sports education in the state. He stated that the state will contribute Rs 11 crore to the Khelo India program.
Pujari has set aside Rs 325 crore for land acquisition, construction, renovation, and expansion work at the airports of Rourkela, Jeypore, Utkela, and Jharsuguda, as well as the renovation of the Birashala airstrip.
He stated that the Odisha government is focusing on rail infrastructure development in the state. The budget for 2022-23 proposes an allocation of Rs 547 crore for the development of rail projects. In addition, Rs 40 crore will be allocated to joint venture companies such as Odisha Rail Infrastructure Development Limited, Haridashpur-Paradeep Railway Company Ltd, and Angul-Sukinda Railway Ltd for additional capital investment.
Pujari stated that a budgetary allocation of Rs 12,624 crore has been proposed for public health in the state, a 25% increase over the previous year’s budget allocation.
The budget includes Rs 2,664 crore for the ‘Biju Swasthya Kalyan Yojana.’
Pujari proposed allocating Rs 2,325 crore for the development of the public health in the State under the ‘Mukhyamantri Swasthya Seba Mission’.
During his budget speech, Pujari stated that Rs 500 crore has been proposed for ‘State Support to MGNREGS.’ He stated that Rs 2,001 crore has been proposed as the state’s contribution to the MGNREGA scheme.
Pujari stated that the World Food Programme (WFP) has announced its intention to replicate Odisha’s food security program as a world-class model, and that he proposes a budget of Rs 1,023 crore for food security-related activities in the state.
In his budget speech for the fiscal year 2022-23, Pujari proposed Rs 3,482 crore for the Odisha energy sector.
He stated that a budget of Rs 1,511 crore has been proposed for revenue and registration administration.
The State Finance Minister proposed allocating Rs 3,262 crore for disaster management.
Pujari stated Rs 2,217 crore allocation will be made. for the forest and environment sectors.
The Finance Minister announced that the state government will establish a Budget Stabilization Fund to offset state budget losses caused by a sudden drop in mineral prices.
Pujari proposed Rs 646 crore for the ‘Mo School Abhiyan’ and Rs 100 crore for the High School Transformation Scheme in his budget speech. He also stated that a budget of Rs 11 crore has been proposed for the ‘Mo College Abhiyan’ in the fiscal year 2022-23.
Pujari proposed a budget allocation of Rs 3,581 crore for the ‘Samagra Sikshya’ scheme and Rs 851 crore for the mid-day meal scheme.
He stated that Rs 27,324 crore will be allocated to Education and Skill Development.
The State Finance Minister proposed allocating Rs 302 crore to the Department of Electronics and Information Technology. He proposed a Rs 3,210 crore allocation for the Disaster Risk Management Fund.
According to Pujari, Rs 7,551 crore will be allocated to justice, internal security, crime control, and fire-related disaster management and control. The budget includes Rs 46 crore for the Emergency Response Support System (ERSS) and Dial-112 services.
He proposed allocating Rs 3,035 crore to the Department of Planning and Coordination. MLALAD will receive Rs 441 crore.
Pujari stated that Rs 150 crore will be allocated to the Special Problem Fund to fund small and necessary projects at the local level. The Biju KBK Yojana will receive Rs 250 crore, with Rs 42 crore were proposed for the Critical gap Fund.
The Western Odisha Development Council (WODC) has received Rs 180 crore in funding. He proposed Rs 22 crore for the Biju Kandhamal and Gajapati Yojana in his budget proposal.
He stated that Rs 4,010 crore will be spent under the District Mineral Fund (DMF) in the fiscal year 2022-23 to create jobs, ensure drinking water facilities, healthcare, education, irrigation, road connectivity, and infrastructure development.
The State Finance Minister stated that Rs 3,643 crore will be spent in the State’s eight mine-affected districts to carry out the OMBADC project.
