The Odisha government signed an agreement with private partners on Wednesday to build five new multi-specialty and super-specialty hospitals in the state.

They will use PPP to construct 100 to 200 bedded inexpensive multi-specialty hospitals in Angul, Barbil, Bhadrak, and Jharsuguda, along with a cancer care super specialty hospital.

According to an official release, this is the first attempt of its kind by any state to create healthcare facilities under PPP.

Chief Minister Naveen Patnaik participated in the signing of the agreement between the Health and Family Welfare Department and the commercial agencies via video conference.

The Chief Minister stated on the occasion that infrastructure development for quality healthcare and services has been a focus of my government.

In an equitable, efficient, transparent, and time-bound manner, he further asserted the state’s dedication to meeting the healthcare needs of the people of Odisha. Our motto is ‘Every Life is Precious’. He called upon all to work together for fulfilling our commitment for a ‘Sustha Odisha, Sukhi Odisha’.

He stated that Odisha is seeing a transformative journey in the healthcare sector, and that the Biju Swasthya Kalyan Yojana has been a morale booster for nearly one crore families by addressing their health-related difficulties. Private healthcare operators play an important role in carrying out this responsibility. As a result, we are promoting private investment in the health sector to establish institutions at the district level, he added.

He expressed his delight at the signing of agreements with private healthcare operators, saying that it will go a long way toward delivering quality healthcare to the people of these places.

Additionally, he extended his best wishes to the private sector partners who collaborated with them to implement the first-of-its-kind PPP in the healthcare sector in Odisha. Furthermore, he affirmed that the State will provide timely support and facilitation from all quarters for the early commissioning of these facilities.

Moreover, Health and Family Welfare Minister Niranjan Pujari emphasized that the state is currently undergoing a transformative phase in the health sector, in line with the Chief Minister’s vision and guidance. He affirmed that the state government is resolutely dedicated to ensuring accessible, affordable, and inclusive healthcare services across the entire state.

According to the MoUs, a consortium of Utkal Healthcare Pvt Ltd. and Silicon Institute of Technology will develop 200 bed multi-specialty projects in Angul and Barbil, while a consortium of Cygnus Medicare Pvt Ltd and Printlink Computer & Communication Pvt Ltd will implement 100 bed projects in Bhadrak and Jharsuguda.

Vizag Hospitals & Cancer Research Centre Pvt Ltd plans to build a 120-bed cancer care super-specialty hospital in Jharsuguda.

The government would give land, construction funds, and infrastructure connectivity. The PPP partner will build the hospitals, deploy personnel, and provide healthcare services over the next 30 years.

The government would supply land, construct the facility, and provide equipment for the Cancer Care facility, while the private partner would deploy appropriate manpower, run, maintain, and manage the Cancer Care Hospital for a term of 15 years.

These will be the first NABH hospitals of their sort to provide 24-hour trauma treatment, OPD, IPD, multi-specialty, and super-specialty healthcare services.

All patients covered by State Government social insurance / guarantee plans will be able to use these facilities cashlessly at BSKY rates, whilst the tariff for market patients would be pre-determined.

These facilities would serve more than 6 million people in the state and would significantly cut travel time and out-of-pocket expenses for patients traveling to hospitals in Bhubaneswar, Cuttack, and neighboring states for treatment.

These five projects will require an investment of nearly Rs 500 crore and will engage approximately 3500 medical, paramedical, nursing, and administrative professionals.

VK Pandian, Secretary to the Chief Minister (5T), PK Jena, Principal Secretary Finance Vishal Dev, and senior health department personnel were in attendance.
