The Bhubaneswar-Cuttack Commissionerate Police has set severe instructions for Zero Hour Night celebrations on December 31, 2025, which bar music and sound systems after 12:00 midnight.
Furthermore, tight restrictions have been published to safeguard law and order, public safety, and traffic control during the Zero Hour Night celebrations.
All police stations have been instructed to identify hotels, clubs, and other establishments hosting New Year’s celebrations and verify permissions and projected participant numbers.
Intensive patrols will be conducted around celebration venues, roadways, and sensitive places, with a focus on the safety of women and children. Effective MV screening and roadblocking will reduce drunk driving and traffic infractions. The authorities have also forbidden roadside festivities, public gatherings, and the use of sound systems on roads.
To avoid quarrels, disagreements, and riots, police will maintain vigilance at locations. Fifteen platoons of police officers will be deployed, with a particular emphasis on traffic management, surveillance, and emergency response teams.
Senior authorities, including ADCPs Sunaram Lembrem (Zones 1 & 2), Sanajay Kumar Mohapatra (Zone 3), Arati Giri (Zone 4), and Subrat Kumar (Zones 5 & 6), will conduct zone-wise monitoring in accordance with the rules.
ACPs will supervise subdivisions, while Inspectors-in-Charge will be personally responsible for execution. The Commissionerate Police has emphasized accountability, warning that any failures or violations from the order will result in severe penalties.
The police have warned of heavy penalties for drunk driving and noise pollution. Citizens are encouraged to cooperate with the police and follow the recommendations to guarantee a safe and joyful celebration.
