Odisha Collectors have been advised to be on the alert for a possible cyclonic storm

Bhubaneswar: Odisha’s Special Relief Commissioner (SRC) has directed Collectors of 18 districts to take all necessary precautions in advance to mitigate the effects of a possible cyclonic storm over the Bay of Bengal (BoB).

In a letter, the SRC requested that the Collectors of Ganjam, Puri, Khordha, Jagatsinghpur, Kendrapada, Jajpur, Bhadrak, Balasore, Nayagarh, Cuttack, Mayurbhanj, Keonjhar, Dhenkanal, Malkangiri, Koraput, Rayagada, and Kandhamal districts implement the following measures immediately and on a priority basis.

  • District Emergency, Operation Center, and Control Rooms of other offices must be staffed 24 hours a day, seven days a week. Please ensure that all communication equipment, such as phones and fax machines, is in working order. You are welcome to use the satellite phones provided and make test calls. In addition to the satellite phone, the EWDS project has established digital mobile radio communication systems in six coastal districts. Please use those communication systems as well.
  • The first priority is to identify all vulnerable people and relocate them to safe shelters. Prepare a detailed evacuation plan for (a) people living in kutcha houses, near the coast, or in low-lying areas, and (b) other vulnerable people, such as the elderly, people with disabilities, women, and children, to designated geo-tagged shelter buildings.
  • It is possible to identify all safe shelter buildings, both permanent and temporary. Geo-tagging should be implemented for all designated shelter buildings.
    Each shelter may be supervised by a team of three local officials (two men and one woman, such as ASHA/AWW/lady teacher/lady Constable/Home guard, etc.). This exercise should be finished by 6/5/22. The undersigned must be provided with information on the identified safe shelter building, including latitude and longitude, the name of the officials in charge, and the mobile number of such team/officials.
    As needed, safe pucca school buildings/public buildings in vulnerable areas may be designated as temporary shelters.
  • All cyclone and flood shelters should be inspected immediately by the local BDO/Tahsildar. They should inspect the shelter’s water supply, toile, generator, inflatable tower light, mechanical cutters, and other equipment.
    Because the power supply is cut off during the cyclone’s peak period, all offices should make backup power arrangements for that time. Generators in various offices, including health institutions, should be checked immediately and adequate fuel stored.
  • Regular IMD forecasts and warnings can be followed.

By May 6, the SRC directed the Collectors to send a compliance report on the recommended measures, including detailed information on arrangements made in their respective districts.

The India Meteorological Department (IMD) today stated that a low pressure area is likely to form over the same region around May 6 hours after the cyclonic circulation formed over the South Andaman Sea and its surroundings. In the next 48 hours, it is very likely to move north-westwards and gradually intensify into a Deep Depression.
