According to sources, the Law Department has formally communicated the creation of these new positions to the Accountant General, ensuring a smooth implementation of the process.

The recruitment and appointment to the newly created positions will be carried out in strict accordance with the rules and provisions of the Odisha Revenue and Valuation (ORV) Act. These posts will be funded through the state budget for fiscal year 2025-26.

According to the ruling, 13 districts would receive new civil courts, with Mayurbhanj receiving the most courts (13). Odisha now has 700 courts, which include both civil and criminal. Despite this, the state has over 1.5 million pending cases, more than 1.2 million of which are criminal. The Odisha High Court alone has around 189,000 unresolved cases.
