The “Staff Suggestion Scheme,” an online platform created by the Odisha government, aims to encourage creativity, teamwork, and participatory governance in all ministries.
The General Administration & Public Grievance Department launched the project with the goal of enhancing governance, policy-making, digital transformation, administrative procedures, and public service delivery.
The program is open to all regular government employees who have valid HRMS IDs. After logging in to the portal, staff members can submit creative ideas under certain themes or sectors. They have the ability to view, comment on, like, dislike, and vote on other people’s proposals.
Evaluation Process:
– Emerging Suggestions: Suggestions with a minimum of 1000 ‘likes’ will be categorised as “Emerging Suggestions” and reviewed by Departmental Evaluation Committees.
– Departmental Evaluation Committees: Each administrative department will constitute a committee comprising 5-7 senior officers, including one nodal officer not below the rank of Joint Secretary.
– Committee Responsibilities: Periodic review of emerging suggestions, evaluation of feasibility, scalability, and impact potential, and selection of top suggestions for formulation into policies or process improvements.
Recognition and Implementation:
– Rewards: The best suggestions will be recognised with appropriate rewards, and contributors of the best comments may receive tokens of appreciation.
– Nodal Department: The General Administration & Public Grievance Department will oversee the functioning and monitoring of the Staff Suggestion Scheme portal.
– Departmental Responsibilities: Departments are requested to nominate a nodal officer, constitute Departmental Suggestion Evaluation Committees within 15 days, and ensure awareness and active participation of employees.

– CMGI Support: The Centre for Modernising Government Initiative (CMGI) will provide training modules, FAQs, and helpdesk support to assist users and departmental nodal officers.
