Odisha’s Commerce and Transport Department has issued a notification proposing a One-Time Settlement (OTS) system for delayed e-challans. The scheme’s goal is to encourage compliance with road safety standards and quickly recover unpaid penalties.

The plan applies to e-challans that are pending as of July 31, 2025. Violators may settle their fines by paying a lesser sum. However, challans with Prosecution Reports (PR) submitted to selected courts are ineligible for the initiative.

The scheme will be effective for six months from the date of announcement. The Transport Department will oversee the scheme’s implementation and step up enforcement against repeat violators.

The scheme’s goals are to efficiently recover outstanding penalties while also promoting road safety by encouraging violators to practice safer driving. Following the scheme’s legality, violators will face harsher enforcement, including potential penalties under the Motor Vehicles Act.

The Odisha government’s goal in implementing this initiative is to increase road safety and encourage compliance with traffic regulations.
