Odisha Chief Minister Mohan Charan Majhi inaugurated 57 new sub-registration offices across 17 districts on Thursday, bringing the total number of sub-registration facilities in the state to 317 tehsils.
Speaking at the inauguration, Majhi said the expansion was aimed at making land-related services more accessible and citizen-friendly. Earlier, people were forced to travel to district headquarters for registration and mutation work, he said, adding that the government had consciously decided to reverse this system. “People will not come to the government; the government will go to the people. By making sub-registration offices operational in all tehsils, we have achieved a milestone,” the Chief Minister said.
Majhi stated that the move will allow people to take out mutations immediately upon land registration, so eliminating middlemen and preventing outside influence in the process. He also stated that the reform would greatly minimize delays and harassment experienced by citizens.
The Chief Minister also introduced the ‘Ama Sathi’ WhatsApp chatbot, which would provide vital revenue services digitally. Citizens can use the portal to apply for services such as mutations, changes in agricultural land type, domicile certificates, caste certificates, income certificates, tribal certificates, OBC certificates, SEBC certificates, and legal heir certificates, among others. The services can be accessed by sending a WhatsApp message to 9437292000.

Majhi praised Revenue Minister Suresh Pujari for launching broad changes in the agency and encouraged officials to explore legal protection for sharecroppers. He stated that sharecroppers currently lack legal rights and are frequently denied numerous government benefits, recommending that legislation be enacted to protect the interests of both sharecroppers and landowners.
Revenue Minister Suresh Pujari stated that provisions are being developed to allow citizens to raise complaints via WhatsApp if they encounter issues at sub-registration offices, and that the department is committed to providing smooth and transparent service delivery.
