The election observer, Sanjay Jaiswal, formally recognized Samal as the Odisha BJP President.
Samal’s re-election is expected to improve the party’s organizational structure in Odisha while also building on the party’s recent electoral wins.
On Monday, Samal officially filed his nomination for the position of Odisha State President of the party at the BJP state headquarters in Bhubaneswar, in the presence of Chief Minister Mohan Charan Majhi, central observers, and top party officials.
The declaration of Samal’s presidency reflects the strong backing and widespread confidence he enjoys within the party.

Samal, born on April 15, 1959, in Bhadrak district, is a seasoned politician with extensive ties to Odisha’s political landscape. He is a Bhadrak College alumni who was elected student union president in 1979 and became engaged in the Akhil Bharatiya Vidyarthi Parishad (ABVP) before rising through the ranks of the BJP.
He has been the BJP Odisha State President for numerous periods and has previously held major positions in the Odisha government, including Revenue Minister and Minister of Food Supplies and Consumer Welfare. In 2004, he was elected MLA from the Dhamnagar constituency.
In the 2024 Odisha Assembly Elections, Samal’s leadership was widely credited with the BJP’s historic victory, which broke the Biju Janata Dal’s 24-year reign in the state.
His innovative grassroots mobilisation, along with excellent message and organisational expansion, helped the BJP form a government in Odisha for the first time.
