The State government has made the decision to employ newly graduated doctors at government health centers for a minimum of two years in order to  meet the doctors’ crisis in government-run hospitals.

The candidates’ execution of a bond upon admission to medical school is the government’s decision.

“Government after careful consideration have been pleased to modify the existing policy for execution of an agreement in shape of Bond with the objective to retain the passing out doctors to utilize their services in the greater interest of the State,” a communique issued by the Health and Family Welfare department stated.

The earlier resolutions/ orders/ executive instructions/ guidelines issued or notified in this regard shall stand modified accordingly, it added.

The bond will be applicable for all candidates taking admission to Government Medical Colleges, either under State Quota or All India Quota in PG Diploma / Diploma in National Board (DNB) / Doctorate National Board (DNB) MD/ MS/ MDS/ DM/ M.Ch. courses or any other courses.

No admission of any kind will be done without submission of Bond and shall be ensured by DMET, Odisha.

Candidates must service for two years in any State-run health facility upon completion of one of the aforementioned courses.

The direct and in-service doctors will be released from bond conditions upon fulfilling the two-year service requirement as stipulated in the bond provision.

The certificates may be released after admissions are completed and will no longer be held by the college authorities. Should a candidate be offered the chance to pursue further education right after finishing the course, the bond will automatically take effect upon the individual’s return from study. They are required to present an affidavit, which serves as a declaration, to JMFC.

A copy of this affidavit must be sent by the candidates to DMET Odisha and DHS. Higher study for the aforementioned condition will entail enrolling in any post-MBBS/BDS, post-graduation, super specialty, or post-doctoral course that is listed in the MCI/NMC regulations following MBBS/BDS.

No residency or fellowship program offered outside of the state shall be included in higher education.

The State Medical Council (OCMR) must obtain approval from the DMET, Odisha on the fulfillment of bond criteria before releasing the NOC for registration in any other State.

It will be permissible to take part in the selection process for resident, contractual, or regular faculties at medical colleges run by PSU or the State Government in the state of Odisha.

Any post-PG training or service rendered by the State Government inside the State as a Senior Resident, Tutor, Faculty, Medical Officer in PSUs, or in other departments will be counted for post-PG bond service.

The State Government retains the authority to grant or withhold appointments. The students will be released from the terms of their bond and the bond will expire if the State Government does not make an appointment for them within six months of the course ending.

The Private Health Care Institutions registered under Odisha Clinical Establishment (Control & Regulation) Act, 1990 and subsequent Amendments thereunder, shall not engage any Doctor unless they obtain an affidavit from the concerned doctors duly sworn in before an Executive Magistrate to the effect that they are not violating any Bond Provision for the post-PG Service and have fulfilled all the bond conditions.

The monetary Penalty for defaulters (for not serving in state for two years after completion of course) will be double the amount of stipend/salary received during study period.

Candidates who withdraw from the course before it is finished and cause a seat to expire will be responsible for paying a fine of Rs. 10 lakh in addition to the salary and stipend they received up until the point of withdrawal.

According to the Odisha Public Demand Recovery Act, 1962, recovery action against defaulters who violate bond conditions would be taken in the event that the penalty is not paid.
