Odisha To Upgrade 147 Health Facilities Under 5-T Initiative ‘Ama Hospital’

In the first phase of the 5T Initiative “Ama Hospital,” the Odisha Health and Family and Welfare Department will convert 147 health facilities into high-case load facilities by October of this year.

According to a department communiqué issued on Wednesday, the Collector-cum-District Magistrates will implement the scheme with the assistance of the District Level Committee (DLC), which will develop the estimates with the help of line department experts. The estimates will be discussed in the DLC, and Collector-cum-DM approval will be obtained. The DLC will select the implementing agency in accordance with the OPWD Code and the OGFR. The DLC will also keep track of the activities carried out under the “Ama Hospital” scheme.

Revenue Minister Conducts Aerial Survey To Assess Flood Damage, Relief And Drainage Ops Stepped Up

Collectors will grant A/A for non-residential civil works up to Rs 4 crore and approve goods procurement up to Rs 25 lakh. If the value of the works and goods exceeds the above financial limit, DHS approval is required. The equipment must be purchased in accordance with government regulations. The funds will be released by the Collector-cum-District Magistrate in favor of the implementing agencies.

Funds for the scheme’s implementation will come from the state budget, both under the Capital Head and the Revenue Head, and will be distributed to district collectors in non-OMF districts. Districts that have access to DMF and OMBADC funds will use these funds to implementation of the “Ama Hospital” Scheme in their districts. In case of any shortfall, the same is to be informed to H&FW Department for funding out of state Budget.

The district office will keep all records relating to the scheme’s implementation for audit purposes and will provide UC to the H&FW Department for appraisal and record keeping.
